Pros
Stable, predictable, very large organization, few surprises, good local management, and a generally hard working group.
Cons
Predictably: not very flexible, deciisions are based on funding cycles and not necessarily on what is best for the organization at the time, pay constraints are based upon FAA wide standards so performers are not well recognized, there is difficulty in eliminating poor performers as there is a disincentive for management - lots of work over a long period and then the posibility of no back-fill, budgets are tight so staffing is constrained, and senior management is not well versed in information assurance.
