They view people and their talents as commodities. Upper management is more concerned with the bottom line than with quality. They continue to attempt to outsource as much as possible with no regard to the quality of the IT product. They are easily sold on flashy powerpoint presentations from outsourcing vendors and don't take into account the difficulties in implementation and the impact on the end users.
