After months without communication regarding my requisition for an annual $500 benefit to which I was justly entitled, I was informed upon inquiry that a technical failure on my part was responsible and funds were no longer available. Specifically, the managing authority wrote:
" I checked with your former resource management office. Funds are no longer available under your contract----they were swept during the unliquidated obligation (ULO) process.
You state that you didn't receive any notification that anything was out of order via CAP Tools. When tasks are returned for edits, our system auto-generates an email notification. You'll notice that the task was returned for edits to upload additional documents on 8/28 at 13:10 (se screenshot 2). You uploaded two documents on the same day. One was uploaded at 13:55; the other at 14:05.
Despite responding to the request for additional documentation, you likely didn't re-submit your task by hitting the 'Mark complete' button again (see Screenshot 1). If it had been completed, the task's header would have changed to a green color, vice red. This is what caused the task to remain with you and not advance back to the assigned CAP Analyst.
Unfortunately with swept funds, we cannot reimburse you under this contract. I apologize for this inconvenience."
After almost 15 years of working for this organization, it is a matter of indifference to them if I and all of my dependents were to be found hanging from a bridge.
