Internal candidate get priority. 1 round of interviews with 3-4 other managers (peers), Sr. manager, functional leads (data manager, medical monitor, or COM), and HR. They rate you compared to other candidate and hiring manager makes the decision. You deal with HR on negotiation but it gets looped back to manager.
