Hitachi Digital Services interview questions

I was contacted by a consultancy. They wanted to fill an application manager role on urgent basis. I was called by various person over the weekend for the same role, and finally scheduled the 1st round of interview on Monday. It went smoothly, they asked about my knowledge on the role. After the 1st round, I received the a call for the second round same day within an hour. To which I said yes and attained it. The interview went well. Since then there was no contact from their end. Its been 3 week. I Checked back with the HR somehow and she told me that, they put me on hold for now. If it was such an urgent role to fill, then why would put me on hold after clearing the rounds.

Initial sourcing is not good, outsourced to agencies and quality hiring is not in place. Interview experience was good, but no clear comunication on further rounda dangerous part is they reject you after you get confirmation that first round is cleared, mentioning layman reasons
