The manager of the dept called me after a friend referred me. She asked me to come in for an interview and asked me how much I wanted to get paid. The next day someone from HR called me and started the background check process. Did the 1:1 and thought everything was going great. Found out later they hired someone I used to manage. I think the interview had a lot of emphasis on you being willing to stay in the position for 5+ years, and asking to many questions about career advancement may have kept me from getting the second interview.
