Phoenix Manufacturing interview questions

Had direct meeting with the director and the HR, but the seldom replied to my mails and calls. Just one or two replies thats it. I was offered the position and then when I negotiated they said we need some time. Before any further talks I see a web posting of the same job I was offered. I tried calling and emailing but still no reply and then comes the mail : You declined the offer, its not negotiable hence the offer is rescinded. I never declined the offer, I just asked if a raise is possible. The HR accepted it that she miss understood. But they said once a decision is made its made.
