This company has no idea what they want or need, and no idea how to attract the talent that would help them with their current situation. Their interview process is all over the place with very little order or structure. Their initial contact person didn't understand really anything about the role or duties and couldn't answer simple questions about the company. After the first round, I was invited for a second round interview about two weeks later. I had what I thought was a strong 30-minute discussion of their current needs, but then I didn't hear anything from them for two weeks.
