Process began by HR submitting a questionnaire, presumably for the hiring manager to review before deciding to move forward. In my case, the questions were submitted twice, yet never made their way to the HM.
Process is quite regular from there: one-on-one with HM, then two panel interviews with colleagues, and first- and second-level supervisors. HM scheduled every interview directly, with no involvement from HR beyond questionnaire submission. Discussions were pleasant, yet contrite.
No offer was made, but no hiring decision was communicated either, not even after direct follow-up with HR and HM.
