After total of Nine (eight) meetings which is totally fine, whether the rejection was because the person's accent has turned someone off or whether the process was to conduct three interviews to eventually have someone from circle comes in / upgraded, or whatever reason, one would expect and appreciate at least a feedback so he/she can improve and feel like his hasn't wasted his time and effort, at least something could be made up.
