I do not know another staffing agency that does that! Also, many other agencies make you wait until you hit a certain number of deals or profit before you even see your first commission check! The base is also quite competitive to a lot of other agencies!

Cons
As every agency, the metrics are an important part. However, activity is what drives production so if one does not put in the effort, they will not receive the return. It is a sales environment so makes sense!
