The IT department has more managers than regular employees and those managers have no skills that qualify them as managers. It's a very cliquey bunch, and if you don't fit the clique, you don't get a made up management position.
Communication is non existent, managers spend all their time in meetings, but never convey the content of those meetings to employees. Processes are in place, but ignored by most.
Stay clear if you want to actually be productive.
