no follow through, no actual training plans, protects senior employees in HR issues, management does not report HR issues to HR, long delays in communication with management, management is always in meetings and not able to support workers, workload imbalances, knowledge base and systems have a lot of outdated info, issues with access to software, management prefers talking in ways that are not recorded so they can't be held accountable, management will stand around talking to their favourite employees all day, management talks behind the backs of other subdivisions of HR, management allows their staff to take the fall for poor training, weird lines of contact between other departments, random useless group meetings,
