DiagnosisONE Programmer/Software Developer interview questions

I emailed my resume to Hiring manager, they got back to pretty fast and they schulded an interview next day, once I went to there office for interview they said they dont have budget and cant hire... just wondering dont they have this info before scheduling an interview... When I was comming back from there office security officer told me this happens a ALOT I am not the first one to this kinda treatment... BEWARE OF THIS COMPANY seems like people who are looking for a job is joke to them, they just scheduling an interview for fun time on over expense..
