EASY, everyone gets hired, you have a panel meeting with all the other candidates. they explain to you what the job is about , what you need, and then you can accept job or not.

There was a fairly thorough testing that was completed regarding skills in writing, ability to determine a course of action, and then an interview that was completed with another candidate.
