I had an initial phone screen with the recruiter and then a follow-up. The follow-up interview went well, and the hiring manager gave me a benefit sheet after the fact and told me to take a look at it. I thought I was hired, what other company has done that who is not prepared to make an offer? A week or so later I got a standard rejection letter. It was really unprofessional to give any applicant a benefits sheet or other onboarding material if you're not sure that you will hire them. It's unfair, to say the least, but certainly, bait and switch.
