Windward Risk interview questions

I received an email from Human Resources to provide time slots for an interview. I sent the time slots and never heard from them. Two weeks later, I received an email stating they have offered the position and thanks for interviewing. However, I never interviewed. This is very unorganized and not professional. If you found someone else, then do not ask for time slots or respond saying we found an alternative inside candidate that would be promoted.
