Reducing the performance rating of an employees

The reporting managers reducing the employees rating and they are giving reason as client has not given positive feedback, when client has given positive feedback employee didn't contributed to Infosys and employees have to give additional time for recruitment process, trainings but if the employee busy with client deliverables still he will be underrated.. am experienced and have seen many in the organization
