A culture that values management and process more than it values innovation. The solution to every problem is, of course, to add more managers. Every effort requires buy-in from 20 other groups, yes I'm exaggerating, but you get the picture. Absolutely atrocious handling of mailing lists. Many treat it like Facebook. Lots and lots of worthless and distracting noise. Company-wide strategies are like "soup du jour". Every day there seems to be a new flavor. Extremely noisy working environment. They set up shop in a former shopping mall. What did they expect?
