Corporate head quarters tends to run the railroad in front of a screen relying on numbers that are often tweaked due to the competitiveness between regions and the individual service units within those regions. In other words too many data driven and bean counters who lacks the rue railroad experience making decisions that they forget those that have had the experience and the culture coming form the ranks.
