Once you leave a company, if they are holding your H1b they have to cancel it immediately.
As long as you are on their payroll they cannot cancel H1b and after that, they have to, so not sure why is there any concern for canceling H1b without informing.
The company can never hold anyone's money, and in case you feel there is wrong accounting did you contact HR anytime.
