Phoenix Operations Group interview questions

Had a casual interview with the CEO. CEO was a very nice and well-informed guy. He mentioned I would be sent an offer and he was trying to find a project suitable for me that I'd enjoy. I really respected that and was feeling excited about the opportunity. Offer came and was much less than requested... which happened to be even less of an increase than inflation at the time. I asked to speak to HR who included someone else (COO) who I had not spoken to up until that point. I mention the offer and also mention an advertisement on their website for a $5k signing bonus for cleared developers in the APG area. I noticed I had met all criteria listed on the ad. To my amazement, the COO tells me I had to "mention it before" about the signing bonus. Whatever that means. There was certainly no small print on the advertisement that I was missing. He then says "so you want the bonus AND a higher salary?" What nerve I must have to ask about an advertisement on the front page of their website! Frankly I would assume this to be false advertising since Phoenix refused to honor what was very clearly stated. Long story short, the COO rescinds the offer right then and there and I ended up accepting an offer elsewhere at my requested salary.
