S2 Tech interview questions

I bring 8 years Procurement and 15 years Proposal Development experience. The HR Mgr was so excited to speak with me that she shared detail questions to ask in the upcoming interview...unfortunately never took place. She requested skills matrix, photo and sign Disclosure statement. I sent the next business day. I called next bus day to confirm receipt. She said yes. Hours later I realized I had not forward the authorization statement because it was sent to me in a separate email request. When I sent I text to say it was on it's way. Her response was decision made for another candidate. Decision was made after seeing that I am an African American candidate. HR's entire energy towards me went dark.
