No clear vision .. too many re-orgs - Senior Software Engineer PayPal Employee Review

I have been here for 4 years and I have seen almost 6-8 re-orgs in such a short time. I see that senior leadership has no clear vision . Their indecisive nature leads to lot of confusion among the employees when the projects are moved around the teams very frequently for no reason.
