Position Summary
The Senior Business Development Manager – Federal Programs is a senior-level role responsible for contract sustainment, recompete planning, and strategic client stewardship within GoldenWolf’s federal A/E portfolio. This position is not a high-volume capture or aggressive-growth role. Instead, it is designed for a seasoned federal business development professional who excels at protecting incumbent contracts, maintaining trusted client relationships, and selectively pursuing high-value opportunities that align with the firm's capacity and strategy. This role is specifically for professionals with a background in federal architecture/engineering (A/E), facilities management, or infrastructure programs. It is not suited for candidates whose experience is primarily in federal policy, acquisition, or internal government program management without facilities or engineering project exposure.
This role works closely with executive leadership and serves as a continuity anchor for key federal client relationships, particularly within VA and DoW (facilities & infrastructure), USACE, NAVFAC, DHA facilities programs.
Critical Requirements (Must Have Experience)
- 8–10+ years in federal A/E, facilities, engineering, or asset management business development
- Direct experience supporting facilities-focused contracts (NOT purely program/policy roles)
- Proven experience with:
- USACE, NAVFAC, VA facilities, DHA facilities, or similar
- Experience leading or supporting SF330-based A/E pursuits
Candidates with federal program, policy, or acquisition experience without A/E, facilities, or engineering project exposure will not be considered.

Key Responsibilities
Contract Sustainment & Recompete Strategy
- Maintain strategic teaming partnerships and align partner capabilities to strengthen our VA/DoW pursuits and proposals
- Own and manage firmwide recompete planning, proactively positioning 12–18 months ahead of key contract milestones.
- Assess recompete risk, develop positioning strategies, and coordinate internal resources to support high‑probability outcomes.
- Provide regular visibility to leadership on portfolio health, upcoming risks, and sustainment strategies.
Selective Business Development
- Identify and pursue 1–3 strategic opportunities annually to offset expiring contracts and support modest, disciplined growth.
- Lead go/no‑go analysis focused on fit, competitiveness, resource availability, and risk.
- Support capture planning, teaming strategy, and competitive positioning where appropriate.
Client Relationship Management
- Serve as a senior point of contact for key federal clients (e.g., VA, DHA, USACE, NAVFAC).
- Maintain consistent engagement with client stakeholders to reinforce trust, performance confidence, and long‑term partnerships.
- Represent the firm at client meetings, industry events, and conferences.
Proposal & Marketing Oversight
- Oversee proposal development for federal A/E pursuits, ensuring compliance with SF330, FAR, and agency requirements.
- Coordinate with internal staff and external partners supporting marketing, proposals, and communications.
- Contribute to marketing strategy, branding, and thought‑leadership initiatives aligned with federal clients.
Leadership & Collaboration
- Collaborate with the CEO and executive leadership on portfolio strategy, planning priorities, and succession planning.
- Provide quarterly pipeline summaries, recompete outlooks, and market intelligence updates.
- Mentor and support junior BD or proposal staff as needed.
Required Qualifications
- 10+ years of experience in federal A/E business development, capture, or client management.
- Demonstrated success supporting federal facilities, engineering, or A/E contracts (e.g., VA facilities, USACE, NAVFAC, DHA).
- Experience must include built environment, infrastructure, facilities lifecycle, or asset management programs.
- Familiarity with facilities contracting – AEC (Architecture, Engineering, Construction)
- Strong working knowledge of SF330, FAR, IDIQs, and federal A/E procurement processes.
- Experience supporting proposals, recompetes, and client engagement strategies.
- Bachelor’s degree in engineering, architecture, business, or related field.
- Ability and willingness to travel up to 40%.
Preferred Qualifications
- Deep familiarity with federal facility engineering, planning, or asset management programs.
- Experience supporting recompete‑heavy portfolios and incumbent contract protection.
- Familiarity with GovWin or similar federal market intelligence tools.
- Established professional network within federal A/E communities.

- Base salary range: $145,000 – $170,000, depending on experience and qualifications
