Most interviews will be at least three stages; 1) an initial telephone screening by human recources, 2) a second interview - likely a panel interview 3) a telephone interview/face to face interview with the hiring manager. Once the interview process is complete you should expect at least 4-6 weeks for the decision to be communooicated. Do not expect follow-up call/emails to anyone in the interview process or human resources to be returned in a timely manner
In two hirings it took 6 weeks before I was notifited that an offer was forthcoming, and another two weeks to receive the offer of employment.

Sure, here's a revised version of your text: During my initial phone interview with HR, there were issues with the connection and the call kept breaking up. I kindly mentioned to the interviewer the connectivity issues, and she became agitated and treated me with a negative attitude, replaying everything twice. Regrettably, given her unprofessional behavior, I stated that I wished to discontinue the interview. I didn't want to continue speaking with someone who treated me poorly and was causing frustration due to the connectivity issues.
The interviewer was 15 minutes late, cold and had poor interview technique. I was offered the job but I declined - I would not want to work with this person.

Depending on the level in PMO, the junior level will have 1 round of interview and offer will be made if suitable. For senior level like AVP, VP or SVP, there will be 3 rounds of interview. First round interview on the job suitability, the second is a case study and then the last round will be with the PMO directors.
